Tallinn is the capital of Estonia; its medieval centre is the second UNESCO protected site in the Baltic countries. The restoration has this time been excellent in the sense that there is no sense of the fake, as almost everywhere in the world. There are a great many foreigners and it is truly worth going even just to Tallinn, if you really have no time to travel around Estonia, which is anyway small and well served by buses. Much more complicated and long is going to the islands of Hiiumaa and Saaremaa. Tartu, on the other hand, is the second city of Estonia, full of students and universities, culture and the centre of Estonian nationalism. I thought Estonians and Finns were almost the same, but the former are less blond and perhaps also colder, they almost don't answer, the women are a little more approachable.
Their languages are related, but Estonian is even harder, it is the most complicated in Europe. Russian in Estonia is not a taboo as in other countries, also because of the proximity to St Petersburg.
